Article R2333-120-52 of the French General Code of Local Authorities

After the report on each case by the investigating magistrate, the parties may present oral observations in support of their written submissions, either in person or through their representative.

The panel or the magistrate ruling alone may also hear the agents of the competent administration or call them before the court to provide explanations and, exceptionally, request clarifications from any person present whom one of the parties wishes to hear.

Après le rapport qui est fait sur chaque affaire par le magistrat chargé de l’instruction, les parties peuvent présenter, soit en personne, soit par leur représentant, des observations orales à l’appui de leurs conclusions écrites.

La formation collégiale ou le magistrat statuant seul peut également entendre les agents de l’administration compétente ou les appeler devant la juridiction pour fournir des explications et, à titre exceptionnel, demander des éclaircissements à toute personne présente dont l’une des parties souhaiterait l’audition.
