Article R2334-5-1 of the French General Code of Local Authorities

For the application of the provisions of the second paragraph of article L. 2334-18-2, the population of the priority neighbourhoods of the urban policy and the population of the urban free zones taken into account are, in the neighbourhoods and zones existing on 1st January of the year preceding that for which the urban solidarity and social cohesion grant is paid, the populations authenticated at the end of the last population census. The populations of priority urban neighbourhoods are established by order of the Minister for the Budget and the Minister for the Economy. The populations of the urban free trade zones are established by order of the Minister responsible for local authorities, the Minister responsible for the budget and the Minister responsible for the city.

Pour l’application des dispositions du deuxième alinéa de l’article L. 2334-18-2, la population des quartiers prioritaires de la politique de la ville et la population des zones franches urbaines prises en compte sont, dans les quartiers et zones existant au 1er janvier de l’année précédant celle au titre de laquelle est versée la dotation de solidarité urbaine et de cohésion sociale, les populations authentifiées à l’issue du dernier recensement de population. Les populations des quartiers prioritaires de la ville sont constatées par arrêté du ministre chargé du budget et du ministre chargé de l’économie. Les populations des zones franches urbaines sont constatées par arrêté du ministre chargé des collectivités territoriales, du ministre chargé du budget et du ministre chargé de la ville.
