Article R2334-7 of the French General Code of Local Authorities

The allocation accruing to each commune under the first fraction of the rural solidarity grant provided for in article L. 2334-21 is equal to the product of the population, taken into account within the limit of 10,000 inhabitants, by the relative difference between the average financial potential per inhabitant of all the communes with fewer than 10,000 inhabitants and the financial potential per inhabitant of the commune, weighted by the tax effort taken into account within the limit of 1.2.

The per capita financial potential is calculated by applying the provisions of articles L. 2334-2 and L. 2334-4.

For the application of Article L. 2334-21, a municipality’s status as a rural regeneration zone is assessed on 1 January of the year preceding the allocation.

Article R2334-7

L’attribution revenant à chaque commune au titre de la première fraction de la dotation de solidarité rurale prévue à l’article L. 2334-21 est égale au produit de la population, prise en compte dans la limite de 10 000 habitants, par l’écart relatif entre le potentiel financier moyen par habitant de l’ensemble des communes de moins de 10 000 habitants et le potentiel financier par habitant de la commune, pondéré par l’effort fiscal pris en compte dans la limite de 1,2.

Le potentiel financier par habitant est calculé par application des dispositions des articles L. 2334-2 et L. 2334-4.

Pour l’application de l’article L. 2334-21, la situation en zone de revitalisation rurale d’une commune s’apprécie au 1er janvier de l’année précédant la répartition.
