Article R412-17 of the French Consumer Code

Unless otherwise stipulated, the terms of application authorised by the European regulations mentioned in this section are defined by joint orders of the Minister responsible for consumer affairs and the ministers concerned.
For the application of the provisions of article R. 451-1, European regulations, within the meaning of Article L. 412-2, are those in force on the date on which the acts were committed.

Sauf dispositions contraires, les modalités d’application autorisées par les règlements européens mentionnés à la présente section sont définies par arrêtés conjoints du ministre chargé de la consommation et des ministres intéressés.
Pour l’application des dispositions de l’article R. 451-1, les règlements européens, au sens de l’article L. 412-2, sont ceux en vigueur à la date à laquelle les faits sont commis.
