The data relating to voters registered on the electoral rolls and those relating to the expression of their vote are the subject, under the conditions laid down in article R. 713-26, of automated processing of information carried out on separate, dedicated and isolated computer systems, known respectively as the “voters’ file” and the “contents of the electronic ballot box”.
The “voters’ file” processing operation is based on the electoral rolls drawn up by the electoral roll commission. This processing enables the electoral organisation commission to send each voter the authentication instruments mentioned in article R. 713-21, to identify voters who have taken part in the electronic vote and to publish the list of votes cast. The tally indicates the time of the vote. Tally lists are recorded on a medium separate from that of the electronic ballot box, sealed, non-rewritable, making its content unalterable and probative.
The file known as the “contents of the electronic ballot box” records the votes cast electronically. The data in this file is encrypted and must not contain any link enabling voters to be identified.
