Article R754-13 of the French Code governing the entry and residence of foreign nationals and the right of asylum

When the foreign national has been held in detention and the French Office for the Protection of Refugees and Stateless Persons makes a decision under the accelerated procedure, it will make its decision within the time limit stipulated in the second paragraph of article R. 531-23.
It will immediately send its decision to reject the application to the person in charge of the place of detention where the foreign national is being held, in a sealed envelope, by registered letter with acknowledgement of receipt. The sealed envelope is handed to the foreign national by the person in charge of the place of detention. The rejection decision may also be sent by any other means that ensures the confidentiality of the asylum application and enables receipt to be acknowledged before it is given to the applicant.
Simultaneously, the Office will communicate the meaning of its decision to the authority responsible for asylum applications in the place of detention.

Lorsque l’étranger a été maintenu en rétention et que l’Office français de protection des réfugiés et apatrides statue en procédure accélérée, il prend sa décision dans le délai prévu par le second alinéa de l’article R. 531-23.
Il transmet sans délai au responsable du lieu de rétention dans lequel l’étranger est maintenu sa décision de rejet sous pli fermé par lettre recommandée avec demande d’avis de réception. Le pli fermé est remis à l’étranger par le responsable du lieu de rétention. La décision de rejet peut également être transmise par tout autre moyen assurant la confidentialité de la demande d’asile et permettant d’en accuser réception avant remise au demandeur.
Simultanément, l’office communique le sens de sa décision à l’autorité dépositaire des demandes d’asile dans le lieu de rétention.
