Specific recognition is granted, for a period of three years, to the association that applies for it, by order of the Minister responsible for consumer affairs, when it meets the following conditions:
1° Hold the approval provided for in the first paragraph of article R. 811-2;
2° Demonstrate that it has experience, organisation and human resources giving it an effective capacity to inform consumers or defend them in all of the following sectors of activity: food products, clothing, housing, energy, furnishings and household equipment, health, transport, communications, other goods and services;
3° Demonstrate that during the last calendar year in forty départements, either directly or through local, département or regional associations affiliated to it, it has been active in receiving consumers, providing expertise and settling consumer disputes out of court in one or more département or local offices open to the general public for at least eight hours a week for this purpose;
4° Have recorded in its profit and loss account over the last calendar year income from subscriptions from members, whether natural or legal persons, exceeding 1.5 times the amount provided for in Article D. 612-5 of the French Commercial Code.
