The College shall draw up and adopt the Rules of Procedure of the High Council. These rules shall, in particular, lay down the rules governing the organisation and operation of the College, the specialised commissions and the standing technical committees which are not defined by the provisions of this subsection. They shall lay down the procedures by which temporary working groups may be set up and the conditions under which external experts may be called upon. The rules of procedure shall be approved by order of the Minister for Health.
The College meets when convened by the Chairman of the High Council, who chairs the College. It draws up its annual work programme. This programme shall include, at least three times a year, an examination of the merits of the measures taken in application of article L. 3110-1.
The agendas of the College, specialised commissions and standing technical committees are drawn up by their chairmen.
Any question submitted to the High Council by the Minister for Health is automatically included on the agenda of the College, which, if necessary, assigns it to the relevant specialised commission or standing technical committee.
