Article R2213-19 of the French General Code of Local Authorities

When the death appears to be the result of a suspicious illness which must be verified in order to protect public health, the prefect may, on the written and reasoned assent of two doctors, prescribe any observations and samples necessary to investigate the cause of death.

Lorsque le décès paraît résulter d’une maladie suspecte dont la protection de la santé publique exige la vérification, le préfet peut, sur l’avis conforme, écrit et motivé de deux médecins, prescrire toutes les constatations et les prélèvements nécessaires en vue de rechercher les causes du décès.
