Prior to setting the measures provided for in article R. 2225-4, a communal external fire defence scheme may be drawn up by the mayor.
This scheme, drawn up in accordance with the departmental regulations mentioned in article R. 2225-3, is intended in particular to:
1° Draw up an inventory of the existing external fire defence;
2° Identify the risks to be taken into account by integrating their foreseeable evolution;
3° Check the adequacy between the existing external fire defence and the risks to be defended;
4° Set the objectives for improving this defence, if necessary;
5° Plan, as necessary, the installation of additional equipment.
This plan takes into account the drinking water distribution plan provided for in Article L. 2224-7-1.
The expertise of the departmental fire and rescue service on the communal external fire defence scheme is sought under the conditions set by the departmental regulations mentioned in article R. 2225-3.
The mayor expressly obtains the opinion of the departmental fire and rescue service and of all the other parties involved in the commune’s external fire defence mentioned in 3° of article R. 2225-3-I before adopting the plan. Each opinion is sent to the mayor within a period that may not exceed two months. In the absence of an opinion within this timeframe, it is deemed to be favourable.
The communal plan is modified and revised at the mayor’s initiative under the conditions set out in the previous paragraphs. Where it includes an equipment plan, it is updated on completion of each phase.
