When the president of a public establishment for inter-communal cooperation with its own tax authority exercises special policing for external fire defence, an inter-communal external fire defence plan may be drawn up by the president of the public establishment. It complies with the provisions of article R. 2225-5.
The president of the public establishment gathers the opinions of the mayors as well as the players referred to under the conditions set out in article R. 2225-5 before adopting it.
This plan is amended and revised at the initiative of the president of the public establishment under the conditions provided for in the previous paragraph. Where it includes an equipment plan, it is updated on completion of each phase.
