Article R2573-39 of the French General Code of Local Authorities

In the event of a vacancy in the seats occupied by the representatives of the Assembly of French Polynesia or the communes, and until the next elections to the Committee, an equal number of representatives of the State, appointed by the High Commissioner, will participate in the debates in an advisory capacity only.

En cas de vacance de sièges occupés par les représentants à l’assemblée de la Polynésie française ou des communes, et jusqu’aux prochaines élections au comité, un nombre égal de représentants de l’Etat, désignés par le haut-commissaire, ne participe aux débats qu’avec voix consultative.
