I.-At the request of all the directors of the hospitals belonging to the consortium, in consultation with the management boards and after receiving the opinion of the consortium’s medical commission, and a favourable opinion from the consortium’s strategic committee, the director general of the regional health agency may, in the light of the intentions and capacities of all the hospitals belonging to the consortium, authorise the drawing up of a single investment programme. If there is no response within one month of receipt of the application, authorisation will be refused.
Without prejudice to the provisions of article R. 6144-1, the director of the support institution determines the single investment programme on behalf of the institutions belonging to the consortium, after receiving a favourable opinion from the strategic committee and an opinion from the consortium medical commission.
The provisions of this code governing the investment programme of establishments, in particular its content, its scope and the obligations to revise or update it, as set out in articles R. 6145-64, R. 6145-65, R. 6145-66 and R. 6145-67, apply to the single investment programme.
II -The single investment programme is terminated :
1° Either at the initiative of the Director General of the Regional Health Agency, if he considers that the conditions under which the single investment programme was drawn up or communicated do not make it possible to assess the relevance of the investment operations of the establishments belonging to the group or their overall coherence ;
2° Or at the request of the director of one of the establishments concerned, in consultation with the management board of this establishment, after obtaining the opinion of the establishment’s medical committee and the establishment’s technical committee. The director of the establishment making the request shall inform the strategic committee and the medical committee of the regional hospital grouping before referring the matter to the director general of the regional health agency.
The Director General of the Regional Health Agency sets the terms and conditions for the withdrawal from the scheme and determines, in particular, its effective date, within six months of his decision.
