Article L722-8 of the French Code governing the entry and residence of foreign nationals and the right of asylum

When the foreign national cannot be removed in execution of a decision imposing an obligation to leave French territory, the administrative authority may not proceed with the ex officio execution of the prohibition on return accompanying this obligation to leave French territory.

Lorsque l’étranger ne peut être éloigné en exécution d’une décision portant obligation de quitter le territoire français, l’autorité administrative ne peut pas procéder à l’exécution d’office de l’interdiction de retour assortissant cette obligation de quitter le territoire français.
