Article R342-23 of the French Tourism Code

The duties performed by the project manager referred to in article R 342-4 include at least :

a) A description of the organisation of the project ;

b) Verification that the project is suited to the terrain, particularly as regards the choice of location for stations and pylons and the type of rescue system;

c) Verification of the overall consistency of the project design, including the conditions of use of the safety subsystems and components within the meaning of Regulation (EU) 2016/424 of the European Parliament and of the Council of 9 March 2016 on cableway installations and repealing Directive 2000/9/EC ;

d) Production of the safety report provided for in Article 8 of the same Regulation;

e) Verifying that the project complies with the technical and safety regulations set out in Article R. 342-3 ;

f) Directing site meetings and drawing up the minutes;

g) Checking that the installation complies with the approved project;

h) Taking delivery of the civil engineering, including checking the tests carried out on site;

i) Directing the probationary testing of the installation;

j) Drawing up the application file for authorisation to start operating provided for in Article R. 472-15 of the French Town Planning Code.

The conditions for application of this article are specified, where necessary, by an order of the Minister responsible for transport.

Article R342-23

Les fonctions exercées par le maître d’oeuvre prévu à l’article R 342-4 comprennent au moins :

a) La description de l’organisation du projet ;

b) La vérification de l’adaptation du projet au terrain, notamment en matière de choix d’emplacement des gares et pylônes et de type de système de sauvetage ;

c) La vérification de la cohérence générale de la conception du projet, y compris les conditions d’utilisation des sous-systèmes et des composants de sécurité au sens du règlement (UE) 2016/424 du Parlement européen et du Conseil du 9 mars 2016 relatif aux installations à câbles et abrogeant la directive 2000/9/ CE ;

d) La production du rapport de sécurité prévu par l’article 8 du même règlement ;

e) La vérification de la conformité du projet à la réglementation technique et de sécurité prévue à l’article R. 342-3 ;

f) La direction des réunions de chantier et l’établissement de leurs comptes rendus ;

g) La vérification de la conformité de l’installation réalisée au projet adopté ;

h) La réception du génie civil, y compris le contrôle des essais réalisés sur site ;

i) La direction des essais probatoires de l’installation ;

j) L’établissement du dossier de demande d’autorisation de mise en exploitation prévu à l’article R. 472-15 du code de l’urbanisme.

Les conditions d’application du présent article sont précisées, en tant que de besoin, par un arrêté du ministre chargé des transports.
