The grant application is submitted by the mayor, the president of the competent inter-communal public cooperation establishment, the president or director of any public law legal entity exercising competence relating to the construction and renovation of schools. For the application of article D. 2564-7, the list of documents to be produced in support of the application is determined by order of the minister responsible for overseas France.
Within three months of the date of receipt of the grant application, the Prefect will inform the applicant that the application, drawn up in accordance with article D. 2564-9, is complete, or will request the production of any missing documents. In the latter case, the deadline is suspended. In the absence of notification of the administration’s response on expiry of the three-month period, the application is deemed to be complete.
