The Chief Executive Officer manages the institution in accordance with the guidelines laid down by the Board of Directors. He prepares the Board’s decisions and ensures that they are implemented. The employees of the national institution, who are entrusted with a public service mission, are governed by this Code. The rules on collective labour relations set out in Part Two of this Code apply to all employees of the institution.

The recommendations mentioned in 10° of Article L. 6123-5 are adopted by the France Compétences Board of Directors. They are made public and forwarded, depending on their purpose, to the ministers responsible for vocational training, national education, higher education and agricultural education, to the chairmen of the regional councils, to the chairmen of the joint national employment committees and to the chairmen of the skills operators concerned.

A three-year agreement on objectives and performance is signed between the State and France Compétences. This agreement is made public when it is signed and renewed. It defines the methods of financing, the implementation of missions and the methods of monitoring activity. France Compétences’ revenue is made up of taxes of all kinds, subsidies, fees for services rendered, income from sales and rentals as well as donations and bequests and miscellaneous income. A percentage of this revenue is used to finance the implementation of the institution’s missions. The revenues and their allocation are specified by decree.
