Article L8113-8 of the French Labour Code

The provisions of article L. 8113-7 do not apply to the State, local authorities and their public administrative establishments. A decree in the Council of State shall determine the conditions under which the findings of the labour inspection officers mentioned in article L. 8112-1 in these establishments shall be communicated by the Minister responsible for labour to the administrations concerned.
