At the close of the financial year, the Prefect of Police presents an administrative account to the Paris Council.

To exercise the powers provided for in 1° of I and IV of article L. 5219-5, operating and investment expenditure and revenue are tracked and individualised in a document entitled “état spécial territorial”. The état spécial territorial is appended to the budget documents of the Commune de Paris. As part of the adoption of the latter, it is the subject of a specific debate within the Paris Council.

In accordance with the table in the second paragraph of Article L. 2511-5 and Table No. 2 annexed to the Electoral Code and pursuant to Article L. 2511-37, the special status of the first sector is made up of the special status of the 1st, 2nd, 3rd and 4th arrondissements.
