The training insurance fund for non-salaried workers is set up either by representative employers’ organisations and territorial chambers of commerce and industry, or by organisations representing the liberal professions.

The constitutive act of the training insurance fund for non-salaried workers determines its geographical and professional or inter-professional scope of intervention. When it is professional, this field of intervention must be national. This field is defined by reference to the French Nomenclature of Activities. Registration in the trade register may also be taken into account.
