Article R560-1 of the French Code governing the entry and residence of foreign nationals and the right of asylum
In accordance with article R. 240-1, the provisions of this title apply to foreign nationals whose situation is governed by Book II.

In accordance with article R. 240-1, the provisions of this title apply to foreign nationals whose situation is governed by Book II.
The application for family reunification is initiated by the visa application of the family members of the refugee or beneficiary of subsidiary protection mentioned in Article L. 561-5. It is lodged with the diplomatic or consular authority in whose district these persons reside.
On the basis of proof of identity and proof of the family ties of the members of the refugee’s or beneficiary of subsidiary protection’s family, the diplomatic or consular authority registers the visa application with the global visa network and issues a certificate of submission of the application without delay.Where the diplomatic or consular authority deems it necessary to carry out the verifications provided for in Article L. 811-2, it…
As soon as the application has been registered by the diplomatic or consular authority, the minister responsible for asylum will ask the French Office for the Protection of Refugees and Stateless Persons to certify the family situation of the refugee or beneficiary of subsidiary protection, as well as their civil status.The Office will send certification of the family situation and civil status as soon as possible to the minister responsible…
For the application of article L. 561-8, the French Office for the Protection of Refugees and Stateless Persons informs the parents or legal guardians of the minor concerned that any refusal to submit to the medical examination or any finding of mutilation will be forwarded to the public prosecutor.
Travel documents issued pursuant to Articles L. 561-9, L. 561-10 or L. 561-11 include the information listed in B of II of Annex 3.
The travel documents referred to in article R. 561-5 are issued by the prefect of the département in which the foreign national usually resides or, where the foreign national resides in Paris, the police prefect.
The issue of a travel document implies the return of the travel document issued previously.
A foreign national applying for a travel document must submit the following documents in support of their application:1° The residence permit of which they are the holder;2° Two recent, perfectly resembling, head-on, bare-head photographs, size 3.5 cm × 4.5 cm;3° Proof of address or a declaration of domicile referred to in article R. 551-8.
When the application is made on behalf of a minor, the applicant must submit the following documents in support of his or her application:1° A document certifying the minor’s parentage;2° A document certifying his or her status as legal representative;3° Two recent and perfectly resembling 3.5 cm × 4.5 cm head-on photographs of the minor;4° Proof of address or a declaration of domicile as referred to in article R. 551-8;5°…
