Title III: GENERAL RULES RELATING TO ADVISORY COMMITTEES, READING COMMITTEES AND READERS

Unless there is a specific provision to the contrary for a committee set up by these general regulations, the operation of the advisory committees set up within the Centre national du cinéma et de l’image animée is governed by the provisions of this chapter.

Unless it occurs less than three months before the expiry of the term of office, any vacancy, for whatever reason, or loss of the capacity in respect of which the members of the Commission were appointed, gives rise to the appointment of a new member for the remainder of the term of office.With the exception of the Chairman and, where applicable, the Vice-Chairmen, the members of the committee may be…

If a member is unable to sit for a period of more than one month during his or her term of office for exceptional reasons, in particular due to requirements connected with filming or the promotion of a work, he or she may be temporarily replaced by decision of the Chairman of the Centre national du cinéma et de l’image animée.

The Commission may draw up its own rules of procedure, covering in particular the ethical obligations of its members, which shall be approved by the President of the Centre national du cinéma et de l’image animée.

The committee shall meet when convened by the secretariat, which shall set the agenda.The convening notice may be sent by any means, including electronically. The same applies to documents required to prepare for the meeting or drawn up following the meeting.The committee meeting may be held by means of a telephone or audiovisual conference.

The quorum is reached when at least half of the members making up the committee are present or represented, including members taking part in the debates by means of a telephone or audiovisual conference.When the quorum is not reached, the committee deliberates validly without a quorum condition after a new convocation with the same agenda and specifying that no quorum will be required.

In order to complete its examination of the dossiers submitted for its opinion, the Commission may, on the decision of its Chairman and with the authorisation of the Chairman of the Centre national du cinéma et de l’image animée, hear any qualified external person whose opinion may help to clarify its deliberations.Qualified persons may not under any circumstances take part in the Commission’s debates or votes.

The committee decides by a majority of the votes cast. In the event of a tie, the Chairman has the casting vote.

In the absence of the Chairman and where there is a Vice-Chairman, the latter shall chair the meeting and shall have a casting vote in the event of a tie.In the same case and where there is no Vice-Chairman, the members of the committee shall appoint a Chairman. In the event of a tie, the chairman does not have a casting vote.

When circumstances so require, the Commission may propose to the President of the Centre national du cinéma et de l’image animée that the examination of a file be adjourned to another meeting.
