Article D2224-5 of the French General Code of Local Authorities

In communes or public establishments for inter-communal cooperation with 3,500 inhabitants or more, the annual report(s), as well as, where applicable, the introductory notes defined in articles D. 2224-1 to D. 2224-4, are made available to the public at the town hall and, where applicable, at the annexed town hall, or at the head office of the public establishment for inter-communal cooperation.

These elements, as well as the opinion of the town council or the deliberative assembly, are transmitted electronically to the departmental prefect and to the information system provided for in article L. 213-2 of the Environment Code, within fifteen days of their presentation to, or adoption by, the municipal council or deliberative assembly. The indicators described in annexes V and VI of this code are entered electronically into the information system provided for in article L. 213-2 of the Environment Code within the same timeframe.

The public is notified by the mayor or the president of the public establishment for inter-municipal cooperation of these availability by means of a poster posted in the town hall or at the head office of the public establishment for inter-municipal cooperation, and at the usual posting places for at least one month.

In municipalities with a website, the report on the price and quality of the public service for the prevention and management of household and similar waste is, unless its volume or characteristics do not allow it, made available to the public electronically.

Dans les communes ou les établissements publics de coopération intercommunale de 3 500 habitants et plus, le ou les rapports annuels, ainsi que, le cas échéant, les notes liminaires définies aux articles D. 2224-1 à D. 2224-4, sont mis à la disposition du public à la mairie et, le cas échéant, à la mairie annexe, ou au siège de l’établissement public de coopération intercommunale.

Ces éléments ainsi que l’avis du conseil municipal ou de l’assemblée délibérante, sont transmis par voie électronique au préfet de département et au système d’information prévu à l’article L. 213-2 du code de l’environnement, dans les quinze jours qui suivent leur présentation devant le conseil municipal ou l’assemblée délibérante, ou leur adoption par ceux-ci. Les indicateurs décrits en annexes V et VI du présent code sont saisis par voie électronique dans le système d’information prévu à l’article L. 213-2 du code de l’environnement dans les mêmes délais.

Le public est avisé par le maire ou le président de l’établissement public de coopération intercommunale de ces mises à disposition par voie d’affiche apposée en mairie ou au siège de l’établissement public de coopération intercommunale, et aux lieux habituels d’affichage pendant au moins un mois.

Dans les communes disposant d’un site internet, le rapport sur le prix et la qualité du service public de prévention et de gestion des déchets ménagers et assimilés est, sauf si son volume ou ses caractéristiques ne le permettent pas, mis à disposition du public par voie électronique.
