Article R2122-8 of the French General Code of Local Authorities

The mayor may, under his supervision and responsibility, and in the absence or impediment of his deputies, by order delegate signature:

– to one or more municipal officials for the initialling of the leaves of the registers of deliberations and municipal by-laws, the issue of copies of these registers, the material and conforming certification of the documents and papers presented for this purpose and the legalisation of signatures;

– to one or more category A officials for the certification of the conformity and accuracy of the supporting documents produced in support of payment orders.

Le maire peut, sous sa surveillance et sa responsabilité, et en l’absence ou en cas d’empêchement de ses adjoints, donner par arrêté délégation de signature :

– à un ou plusieurs agents communaux pour l’apposition du paraphe sur les feuillets des registres des délibérations et des arrêtés municipaux, la délivrance des expéditions de ces registres, la certification matérielle et conforme des pièces et documents présentés à cet effet et la légalisation des signatures ;

– à un ou plusieurs fonctionnaires de catégorie A pour la certification de la conformité et de l’exactitude des pièces justificatives produites à l’appui des mandats de paiement.
