When a contracting entity publishes a periodic indicative notice, it shall communicate to candidates who so request the technical specifications that it usually includes or intends to include in contracts having the same subject as that mentioned in the notice.
These technical specifications are made available on a buyer profile under the conditions set out in articles R. 2131-2, R. 2131-4,R. 2131-5 and R. 2131-6. However, they shall be transmitted by other means in the following cases:
1° When it is not possible to offer free, unrestricted, full and direct access by electronic means to certain consultation documents for one of the reasons mentioned in R. 2132-12 and R. 2131-14 ;
2° When the contracting entity intends to impose requirements on economic operators in order to protect the confidentiality of the information that it makes available throughout the procurement procedure.
