Article R2223-56 of the French General Code of Local Authorities

The authorisation provided for in articles L. 2223-23, L. 2223-41 and L. 2223-43 is issued by the prefect in the department where the régie, company or association has its registered office.

It is issued, for each of their establishments, by the prefect in the department where they are located.

In Paris, authorisation is issued by the Prefect of Police. The latter also issues authorisation to foreign nationals who have no establishment, branch, agency or office in France.

The order of the prefect issuing the authorisation is published in the recueil des actes de la préfecture.

L’habilitation prévue aux articles L. 2223-23, L. 2223-41 et L. 2223-43 est délivrée par le préfet dans le département où a son siège la régie, l’entreprise ou l’association.

Elle est délivrée, pour chacun de leurs établissements, par le préfet dans le département où ceux-ci sont situés.

A Paris, l’habilitation est délivrée par le préfet de police. Celui-ci délivre également l’habilitation aux personnes de nationalité étrangère qui n’ont en France aucun établissement, succursale, agence ou bureau.

L’arrêté du préfet qui a délivré l’habilitation est publié au recueil des actes de la préfecture.
