Article LO6221-11 of the French General Code of Local Authorities
The Territorial Council is also convened at the request of: a) The Executive Council; b) A quarter of the members of the Territorial Council on a set agenda, for a period that may not exceed two days. The same Territorial Councillor may not submit more than one request for a meeting per quarter; c) The representative of the State. In exceptional circumstances, the Territorial Council may be convened by decree.
