Subsection 1: Regional development plan

For the establishment of the regional development schemes provided for in articles L. 4433-7 to L. 4433-11, L. 4433-15 et L. 4433-16, the regions of Guadeloupe, Guyane, Martinique and Réunion benefit, under the conditions set out in articles R. 4433-18 to R. 4433-22, from the special contribution created within the general decentralisation grant for the establishment and implementation of town planning documents pursuant to paragraph 1 of Article L. 1614-4.

The allocations granted to the regions of Guadeloupe, Guyane, Martinique and Réunion for the establishment of the regional development schemes provided for in Articles L. 4433-7 to L. 4433-11, L. 4433-15 and L. 4433-16 are deducted from the remaining 15% of the special assistance referred to in the last paragraph of Article R. 1614-42. The grant allocated to the regions of Guadeloupe, French Guiana, Martinique and Réunion comprises a first part equal to 80% of the amount of the grant intended to compensate for expenditure on studies and conducting the operation and a second part equal to 20% of the amount of the grant, intended to compensate for material expenditure.

The amount of the grant is set at 152,500 euros for each of the overseas regions.

The portion intended to compensate for expenditure on studies and the conduct of the operation shall be the subject, at the request of the President of the Regional Council, of two payments of equal amount. The portion corresponding to material expenses is paid in two equal instalments. The first payment is made when the matter is referred to the regional prefect, the regional economic, social and environmental council and the council for culture, education and the environment, pursuant to article R. 4433-7. The second payment is made after the development plan has been adopted by the regional council.
