The powers of the Special Delegation are limited to protective and urgent administrative acts. Under no circumstances may it commit the finances of the Union Assembly beyond the resources available for the current financial year, nor may it draw up the provisional budget referred to in article R. 4031-40. The functions of the Special Delegation automatically expire as soon as the newly elected members have been installed.
