Article R513-21 of the French Insurance Code
The association referred to in I of Article L. 513-3 is a not-for-profit association with its registered office in France.

The association referred to in I of Article L. 513-3 is a not-for-profit association with its registered office in France.
The association does not carry out the tasks of a professional trade union within the meaning of Book I of Part Two of the Labour Code and is not representative in this respect, whatever form it takes, whether federal or integrated.
To be considered as representative within the meaning of I of Article L. 513-3 of the Insurance Code, the professional association must have paid-up members representing at least 10% of the total number of professionals subject to compulsory membership, or at least 5% when the association is also recognised as representative under III of Article L. 541-4 of the Monetary and Financial Code or Article R. 519-54 of the Monetary…
For authorisation under the conditions set out in I of Article L. 513-5, the association submits a file to the Autorité de contrôle prudentiel et de résolution, the composition of which is set by order of the Minister for the Economy.
On the basis of the information provided in the application, the Autorité de contrôle prudentiel et de résolution shall assess whether the association meets the conditions laid down in Articles L. 513-3 to L. 513-7 and the provisions of this chapter. If it considers that the application is incomplete, the AMF will ask the association to provide the additional information it needs to make its decision.
The Autorité de contrôle prudentiel et de résolution shall give its decision on the application for authorisation within three months of the date of receipt of a complete file. No later than 31 July each year, the association shall send the report referred to in II of Article L. 513-5 to the Autorité de contrôle prudentiel et de résolution. The association shall inform the Autorité de contrôle prudentiel et de résolution without delay of any change in its governance, organisation, articles of association, operating rules or written procedures. It shall also inform the Authority of any change in the information concerning it and, in particular, of any fact likely to have an impact on the conditions to which this authorisation was subject. When it intends to withdraw an association’s authorisation, the Autorité de contrôle prudentiel et de résolution will inform the association. It will give the association the reasons for the withdrawal and specify the action required to ensure compliance. The association has a period of one month from receipt of this notification in which to make any observations it may have and bring itself into compliance.
When the Autorité de contrôle prudentiel et de résolution decides to withdraw an association’s authorisation, it shall notify the association of this decision by registered letter or electronic registered letter with acknowledgement of receipt. This decision shall specify the conditions for implementing the withdrawal. Withdrawal of authorisation takes effect at the end of a period of three months from the date of notification.
