The application shall be submitted in duplicate. It must include a precise indication of the documents relied on.

Reasons shall be given for the decision rejecting the application for a declaration of enforceability.

The certificate, or the decision relating to the application for recognition or declaration of enforceability, shall be delivered to the applicant against a certificate or receipt, or shall be notified to the applicant by registered letter with acknowledgement of receipt. If it does not emanate from the judge, the refusal to issue the certificate may be referred to the president of the judicial court. The president of the court will give the final ruling on the application, after hearing or summoning the applicant and the requested authority.
