The Institute has the capacity to borrow from financial institutions. All loans are subject to the approval of the ministers responsible for the budget, research and health.

The Institute’s accounts are kept in accordance with the provisions of Titles I and III of Decree no. 2012-1246 of 7 November 2012 on public budgetary and accounting management, with the exception of Articles 220 to 228. The accounting officer is appointed by an order of the Minister in charge of the budget, after approval by the Chairman of the Institute’s Board of Directors.

As part of its mission to coordinate the cancer control initiatives mentioned in Article L. 1415-2, the Institute : 1° Rely, where necessary, on the one hand on the professionals, health industry professionals and user representatives mentioned in article L. 1415-2, and on the other hand on the central government administrations, its decentralised departments, its departments with national competence and its public establishments, in particular the regional health agencies; 2°…

The criteria for approval of the health establishments mentioned in 2° of Article L. 1415-2 are defined by decision of the Institute’s Board of Directors.

The eight-year period referred to in Article L. 1415-7 corresponds to the maximum period of funding for a research project under a grant awarding act, when the clinical or fundamental research project cannot be completed in five years due to its particular complexity.
