The deliberations of the territorial council, as well as those of the executive council when they are taken by delegation of the assembly, are published in the same forms.
Any person has the right to request access to the deliberations and minutes of public meetings of the territorial council, the deliberations and acts of the executive council, the budgets and accounts of the local authority, as well as the decrees of the president of the territorial council. Every member of the territorial council has the right, within the scope of his or her office, to be informed of the affairs of the local authority that are the subject of deliberation.
The Territorial Council shall ensure the dissemination of information to its elected members by the material means it deems most appropriate. In order to enable the exchange of information on matters within its remit, the Territorial Council may, under the conditions defined by its deliberative assembly, make available to its elected members, on an individual basis, the necessary computer and telecommunications resources.
Twelve days before the meeting of the Territorial Council, the President shall send the Territorial Councillors a report, in whatever form, on each item of business to be submitted to them.
Territorial councillors have the right to present oral questions relating to the affairs of the local authority at meetings of the territorial council. The rules of procedure shall determine the frequency of such questions and the conditions under which they are presented and examined.
Each year, the President reports to the Territorial Council, in a special report, on the situation of the local authority, the activity and financing of the various departments of the local authority and the bodies that depend on it. The report also specifies the state of implementation of the deliberations of the Territorial Council and the financial situation of the local authority. This special report gives rise to a debate.
After the election of the Executive Council under the conditions set out in article LO 6322-6, the Territorial Council may form its committees and appoint its members or delegates to sit on outside bodies and delegate the exercise of some of its powers to the Executive Council. The Territorial Council, when one sixth of its members so request, shall deliberate on the creation of a mission of information and evaluation tasked with gathering information on a matter of interest to the local authority or with carrying out an evaluation of a public service of the local authority.
