The amount of the direct grant is equal to 5% of the amount of selective aid awarded.The direct grant is awarded in the form of a subsidy.
Financial aid is granted selectively within the meaning of article D. 311-3 of the Code du cinéma et de l’image animée in order to support the online broadcasting of a programme of cinematographic or audiovisual works comprising at least four works.
The beneficiaries of selective financial support are publishers of on-demand audiovisual media services and rights-holding companies.
European cinematographic and audiovisual works and original French cinematographic and audiovisual works are eligible for selective financial support.
For publishers of on-demand audiovisual media services, selective financial aid is awarded in consideration of:1° The quality of the editorial proposal;2° The technical and ergonomic quality of the service;3° The quality of the broadcasting strategy and, where applicable, the service’s potential for international development;4° The accessibility of the works to the deaf or hard of hearing as well as the blind or partially sighted.
For rights-holding companies, in addition to the criteria laid down for publishers of on-demand audiovisual media services, selective financial aid is awarded in consideration of the prospects for marketing the cinematographic or audiovisual works concerned on on-demand audiovisual media services.
Selective financial assistance is awarded to help cover the following expenses:1° Technical expenses relating to putting works online, including those relating to securing works and making them accessible to people with disabilities;2° Expenses relating to editing works;3° Expenses relating to promoting and marketing works;4° Expenses relating to improving the offer and methods of access to works;5° Expenses relating to subtitling and dubbing.
The application for aid must be submitted before any eligible expenditure is incurred.
The decision to award a grant is taken on the advice of the Online Distribution Grants Committee.
The aid is awarded in the form of a grant.The aid is covered by an agreement with the beneficiary.
