A regional conciliation committee shall be set up at the head office of each maritime affairs directorate, whose territorial jurisdiction shall extend to the whole of the district of the said directorate. Subject to the provisions of article R. 742-8, the regional committee has jurisdiction over all collective labour disputes arising within its area.

The National Conciliation Commission comprises : – The Minister in charge of the Merchant Navy or his representative, Chairman ; – A representative of the Minister of Labour; – Six representatives of shipowners for commercial shipping and sea fishing respectively; – Six representatives of seafaring personnel, for commercial shipping and sea fishing respectively.

Each of the regional conciliation commissions comprises : – The Director of Maritime Affairs or his representative, who chairs the commission; – Six representatives of shipowners, for commercial shipping and sea fishing respectively; – Six representatives of seafaring personnel for commercial shipping and sea fishing respectively.

The members of the national conciliation commission representing shipowners and seagoing personnel are appointed for three years by order of the Minister responsible for the Merchant Navy, on the proposal of the most representative trade union organisations at national level.
