The Territorial Council may not deliberate unless an absolute majority of its members in office are present. Votes are taken by open ballot whenever one-sixth of the members present so request. In the event of a tie, the chairman shall have the casting vote. Votes on appointments are always taken by secret ballot. However, the Territorial Council may unanimously decide not to proceed by secret ballot with appointments or presentations, unless legislative or regulatory provisions expressly provide for this method of voting. A territorial councillor unable to attend a meeting may give a voting delegation for that meeting to another member of the territorial council. A territorial councillor may receive only one delegation.

The deliberations of the territorial council, as well as those of the executive council when they are taken by delegation of the assembly, are published in the same forms.

Any person has the right to request access to the deliberations and minutes of public meetings of the territorial council, the deliberations and acts of the executive council, the budgets and accounts of the local authority, as well as the decrees of the president of the territorial council.
