Each year, within the framework of the coordination body provided for in article L. 1411-5-1, the Minister for Health shall draw up a provisional list of the referrals he intends to make to the High Council. The opinions of the College or of a specialised commission are issued on behalf of the Haut Conseil de la santé publique. The chair of a specialised commission may ask the College to approve a proposed opinion that it has drawn up. The reports and opinions of the High Council, in particular its annual activity report adopted by the College, are made public, subject to the secrets protected by law.

The Directorate-General for Health provides the general secretariat for the High Council for Public Health.
