Chapter III: Health and safety bodies and committees

The General Secretary, a representative of the Caisse Nationale d’Assurance Maladie and the representative of the Minister for Employment attend meetings of the National Committee in an advisory capacity. The latter may act as arbitrator if necessary. The National Committee may call upon any qualified person.

The deliberations of the National Committee, listed in article R. 4643-5, are automatically enforceable, with the exception of those concerning the vote on the budget. The board of the national committee is assisted in monitoring financial matters by a financial committee. The Finance Committee meets as and when required, and at least twice a year, at the invitation of the General Secretary.

The Financial Committee gives its opinion on the organisation’s draft initial budget, as well as on changes to this budget envisaged during the course of management, and on the financing of investments. At its meetings, it gives its opinion on the state of implementation of the current budget, which is presented to it by the General Secretary of the organisation.

Documents relating to the agenda of the Finance Committee shall be sent by the General Secretary to the members of the Committee fifteen days before it is held, except in cases of urgency.

The General Secretary shall inform the National Committee of the opinions of the Finance Committee at the first meeting following that of the Finance Committee.

The National Committee will be assisted as technical advisor by a doctor chosen from among the occupational physicians responsible for the medical supervision of employees in the industry.
