The list of operations financed by the regional cooperation fund and the subsidy rate applicable to each shall be determined after consultation with the heads of diplomatic posts in the States concerned. The decisions of the committee shall be adopted by majority vote. In the event of a tie, the Chairman shall have the casting vote.
The committee draws up an annual report for the Prime Minister on the assessment, evaluation and monitoring of operations subsidised by the regional cooperation fund.
The consultation body established by article L. 4433-4-7 is called the Antilles-Guyane regional cooperation conference. The conference is informed of the cooperation policies and programmes conducted by the State and the local authorities. It shall examine actions to coordinate these policies and programmes.
The conference is chaired by a delegate for regional cooperation in the Antilles-Guyane zone, appointed by decree. It is made up of members of the management committees of the regional cooperation funds of Guadeloupe, French Guiana and Martinique, as well as representatives of the territorial councils of Saint-Barthélemy and Saint-Martin, appointed respectively by the presidents of each of the territorial councils. L’instance de concertation instituée par le II de l’article L. 4433-4-7 shall be known as the Indian Ocean Regional Cooperation Conference. The conference is informed of the cooperation policies and programmes conducted by the State and the local authorities. It shall examine actions to coordinate these policies and programmes.
The conference is chaired by a delegate for regional cooperation in the Indian Ocean area appointed by decree. It is made up of the members of the management committees of the regional cooperation funds of Réunion and Mayotte. It may hear any person whose hearing is deemed useful by the chairman. .
The conference is convened by its chairman, who sets the agenda after consulting the management committees. The secretariat of the conference is provided by the services of the Prefect of the Réunion region. The conference cannot validly deliberate if more than half of the members in office are not present. Failing this, it may be reconvened within fifteen days. It will then deliberate regardless of the number of members present.
