TITLE I: GENERAL PRINCIPLES

The provisions of articles L. 1411-1 to L. 1411-9 apply to groupings of territorial authorities and to other public establishments of these authorities.

The provisions of Article L. 1411-13 apply to the public administrative establishments of municipalities with 3,500 inhabitants or more, to the public establishments for inter-municipal cooperation and to the mixed syndicates mentioned in Article L. 5711-1, which include at least one municipality of 3,500 inhabitants or more. The provisions of article L. 1411-13 are applicable to the départements. The place where these documents are made available to the public is the departmental headquarters. These documents may also be made available to the public in each canton, in a public place.

The provisions of article L. 1411-13 are applicable to the regions. The place where these documents are made available to the public is the regional headquarters. These documents may also be made available to the public in each département, in a public place.

The provisions set out in articles L. 1411-15 and L. 1411-16 also apply to public establishments for interdepartmental cooperation, public establishments for interregional cooperation and mixed syndicates mentioned in article L. 5721-2 which include at least one département or region. The place of provision is the head office of the establishment and the hotels of the member departments and regions.

The deliberative assemblies of local authorities and their groupings decide on the principle of any delegation of public services to a local public company or a single-operations semi-public company, where appropriate after obtaining the opinion of the consultative commission for local public services provided for in article L. 1413-1. They decide on the basis of a report that presents the document containing the characteristics of the delegated services.
