Article L3123-30 of the French General Code of Local Authorities

Honorary office is conferred by the State representative in the department on former departmental councillors who have exercised their elective functions for at least eighteen years. Honorary status may only be refused or withdrawn by the State representative if the person concerned has been convicted of an offence leading to ineligibility. Honorary office does not carry any financial benefit chargeable to the department’s budget.
