The sale of tobacco products from vending machines is prohibited.
It is forbidden to sell or offer free of charge tobacco products as defined in article L. 3512-1 or ingredients as defined in article L. 3512-2 to minors under the age of eighteen in tobacconists and any other shops or public places. The person issuing one of these products requires the customer to provide proof of his or her majority.
The manufacture, sale, distribution or offer free of charge of products intended for oral use, with the exception of those intended to be smoked or chewed, consisting wholly or partly of tobacco, in the form of powder, fine particles or any combination of these forms, in particular those presented in portioned sachets or porous sachets, or in a form resembling an edible foodstuff, is prohibited.

Tobacco product manufacturers and importers provide the public body designated by order with internal and external studies concerning the market and the preferences of consumer groups with regard to ingredients and emissions, as well as summaries of studies with a view to launching new products. Each year, they declare to this institution the volume of their sales for the previous year, by brand and by type.
Without prejudice to the provisions relating to the affixing of the distinguishing marks referred to in 8° of Article L. 311-39 of the French Goods and Services Tax Code and adopted pursuant to 3° of Article L. 311-42 of the same Code, the packaging units, outer packaging and over-wrapping of cigarettes and roll-your-own tobacco, cigarette paper and cigarette-rolling paper are neutral and standardised.
