BOOK III: REGIONAL FINANCES

The appropriations required for the operation of the regional economic, social and environmental council and, where applicable, for the carrying out of its studies are the subject of a separate entry in the regional budget. They are notified, each year, after the budget has been voted, to the president of the regional economic, social and environmental council by the president of the regional council.

The president of the regional council presents the administrative account annually to the regional council, which debates it under the chairmanship of one of its members. The surplus from the operating section for the financial year ended, together with the previous result carried forward, is allocated in full at the earliest budgetary decision following the approval of the administrative account and, in any event, before the close of the following financial year. When the investment section of the budget shows a surplus after taking over the results, the Regional Council may transfer this surplus to the operating section in the cases and under the conditions defined by decree.

A summary statement of grants awarded to each municipality during the financial year is appended to the region’s administrative account. It specifies, for each municipality, the list and purpose of the grants, their total amount and the ratio between this amount and the population of the municipality.
