For its application in the territory of the Wallis and Futuna Islands, article L. 3311-1 reads as follows: “Art. L. 3311-1. – The State shall organise and coordinate the prevention and treatment of alcoholism. Expenditure incurred by the application of this article shall be borne by the State, without prejudice to any contribution made by the social welfare services towards the cost of hospital treatment. “
