CHAPTER VII: Terms and conditions of office

Independently of the leave of absence and time credit provided for in articles L. 7227-1 et L. 7227-2, councillors to the Martinique Assembly and executive councillors who are employees are entitled to training leave. This leave is set at eighteen days per elected representative for the duration of the mandate and regardless of the number of mandates or functions they hold. Travel, subsistence and teaching expenses are eligible for reimbursement. Losses of income suffered by the elected member as a result of exercising his right to training under this section shall be compensated by the local authority up to a limit of eighteen days per elected member for the duration of the term of office and one and a half times the hourly value of the minimum growth wage per hour….

The articles L. 7227-12 to L. 7227-14 do not apply to study trips by councillors to the Assembly and members of the Executive Council. The deliberations relating to these trips specify their purpose, which must be directly related to the interests of the local authority, as well as their estimated cost.

This section only applies if the body providing the training has been approved by the Minister responsible for local and regional authorities under the conditions set out in article L. 1221-3.
