When lodged by persons other than the Prefect or the Film Ombudsman, the appeal is sent by registered letter with acknowledgement of receipt to the Chairman of the Commission nationale d’aménagement cinématographique. Under penalty of inadmissibility, the appeal must state the grounds on which it is based and the interest of each appellant.
