The union des caisses mentioned in article R. 8291-2 checks that the employer or user company making the declaration falls within the scope of article R. 8291-1 and that the employee does not hold any other valid card.
The fee referred to in article R. 8291-3 is payable when the declaration referred to in articles R. 8293-1 to R. 8293-3 is made. Payment is made by telepayment. If payment is not made, the card will not be issued. The penalties provided for in articles R. 8115-7 and R. 8115-8 then apply to the employer or, where applicable, the user company.
On receipt of the declaration referred to in Articles R. 8293-1 to R. 8293-3, the union of funds referred to in Article R. 8291-2 sends the professional identification card to the employer or the employer’s representative, or to the user company of a seconded temporary employee.
While waiting for the professional identification card to be issued, a provisional certificate equivalent to the professional identification card is sent by the union of funds mentioned in article R. 8291-2 to the employer or the employer’s representative, or to the user company of a temporary employee on secondment, by electronic means, to be issued to the employee concerned.
