The composition of the application for approval is set by order of the Minister responsible for vocational training.
The agreement referred to in the first paragraph of III of article L. 6332-1-1 determines the professional or inter-professional scope of intervention of the skills operator, as well as, where applicable, the presence and capacity of the skills operator in the overseas territories.
Approval is granted pursuant to II of Article L. 6332-1-1 when the skills operators : 1° Are capable of implementing cost accounting ; 2° Operate in a field characterised by similar occupations, jobs and skills, or by the existence of complementary sectors of activity, or by a general level of qualification of employees or by common prospects for the development of occupations in the branches concerned; 3° Manage an amount…

Approval may be withdrawn when a skills operator no longer satisfies the conditions set out in 1°, 2°, 4° and 5° of article R. 6332-4. Approval is withdrawn when the skills operator no longer satisfies the conditions laid down in 3° of article R. 6332-4 for three consecutive years.

The Skills Operator’s Board of Directors is made up of an equal number of employee and employer representatives appointed by the signatory organisations. Members of the Board of Directors may be represented by an alternate appointed in the same way as the full member. The composition of the Board of Directors takes into account the diversity of the member professional branches.
Skills operators may enter into an agreement with a legal entity to delegate the implementation of some of the decisions relating to the information and services mentioned in 1°, 2°, 3° and 5° of II of article R. 6332-17.
