Article L3412-1 of the French Public Health Code

The General Director of the Regional Health Agency may be informed of the case of a person who is illegally using narcotics, either by a doctor’s certificate or by a social worker’s report. Article L3412-2 of the French Public Health Code

If, after a medical examination, it appears that the person is intoxicated, the Director General of the Regional Health Agency will order the person to report to an approved establishment, chosen by the person concerned or, failing that, designated automatically, in order to undergo a detoxification cure, and to provide proof of this.
