TITLE III: NATIONAL AGENCY FOR TERRITORIAL COHESION

The social administration committee benefits from the funding provided for in articles L. 2312-81 to L. 2312-84 of the Labour Code to finance the activities provided for in articles L. 2312-78 and L. 2312-80 of the same code. The social administration committee also receives an operating grant in accordance with article L. 2315-61 of the French Labour Code.

The operation and resources of the social administration committee are governed by the provisions of article 81, I of article 83, articles 84 and 85, I of article 87, articles 88 and 89, the first five paragraphs of article 90, articles 91 and 92, the first paragraph of article 93, II of article 94 and articles 97 to 99 of the above-mentioned decree of 20 November 2020.

The management guidelines relating to the multi-annual human resources strategy, the general guidelines on mobility and the general guidelines on the promotion and enhancement of career paths provided for in articles L. 413-1 and L. 413-2 of the General Civil Service Code are subject only to staff representatives elected by the college mentioned in 1° of B of II of article L. 1233-5 of this code.

The staff representatives appoint, for the duration of the term of office, from among the titular or alternate representatives, a secretary responsible for the administrative management of the social and cultural activities as well as, from among the titular representatives, a treasurer responsible for monitoring the budget for the social and cultural activities provided for in articles L. 2312-78 and L. 2312-80 of the Labour Code. The chairman, after consulting the staff representatives, shall draw up a single set of rules of procedure for the administrative social committee and its specialised committees. These rules are drawn up in accordance with the standard rules laid down by the minister responsible for the civil service.

The chairman shall call upon the authorised expert mentioned in C of II of article L. 1233-5 under the conditions of article 66 of the decree of 20 November 2020 mentioned above when articles 76 or 77 of the same decree are applied.

To carry out their mandate, each employee representative elected by the college mentioned in 2° of B of II of article L. 1233-5 benefits from twenty hours of delegation per month. The duration of committee meetings is not deducted from these delegation hours.
